What control the sample size? Lot size or AQL

One of the International Inspection Company performed an Inspection for us

From my understand for Sampling Lot Size - 210 pcs Sample Plan = Single, Normal, Level I, AQL (Major = 2.5 , Minor = 4.0) The Sample size should be 13 pcs and Ac = 0/1

But the International company reported a funny way of sampling The S/Size = 20 pcs Since there is an arrow from AQL 2.5 pointing downward. Therefore, they needs to change the S/size. But for AQL 4.0 S/size = 13 So they took 20 pcs from 210 First 13 pcs they will check for major and minor defects Remain 7 pcs they will ONLY check for major defects, if minor found from the remain 7 pcs, they will not count in the report

I thought the Sample size is control by the Lot size, the arrow only indicate the Ac / Re for the AQL your chose.

I enquired with other International inspection firms

Sample size SGS = 13 pcs BV and Intertek (ITS) = 20 pcs

Anyone could help me on this issue.

(If the AQL is very small 0.10, by their method, we will increase the S/size)
